A detailed message was sent out by Prof. Pedro Ruiz, Chair of the Committee on Nominations on 13 December 2013 to the Presidents and Secretaries of the WPA Member Societies requesting them to send signed nominations addressed to him to the WPA Secretariat.

My main objective when elected World Psychiatric Association (WPA) Secretary for Sections six years ago was to consolidate the work of our Sections through initiatives to enhance their activities and visibility.
The beginnings of the World Psychiatric Association in 1950, as an Association for the Organization of World Congresses of Psychiatry, with Jean Delay as its President and Henry Ey as its Secretary General, must be appreciated within the context of world events and developments in the health field.
